§ Mr. TrippierMany of the representations made about regional industrial policy have referred to its effect on non-assisted areas. The White Paper "Regional Industrial Development" (Cmnd. 9111) sets out a proposed new structure for regional industrial incentives which is intended to be more cost-effective and to focus on encouraging new and indigenous development in the assisted areas rather than simply transferring jobs from one part of the country to another.
