Mr. Marlow

asked the Secretary of State for Education and Science why, and by what statutory authority, Her Majesty's Government had prepared a memorandum to the European Commission on ethnic minority language teaching.

Article 5 of EC directive 77/486 on the education of the children of migrant workers required member states to forward to the Commission within five years, and subsequently at regular intervals at the request of the Commission, all relevant information to enable the Commission to report to the Council on the application of the directive. Article 3 of the directive includes a requirement that member states should promote teaching of the mother tongue.
