HL Deb 29 March 1984 vol 450 c463WA
Lord Donaldson of Kingsbridge

asked Her Majesty's Government:

When an appointment will be made to the post of Medical Superintendent/Governor at Grendon Prison, and whether they will make a statement.

Lord Elton

A board met on 14th February to interview a number of candidates for this post, which was open to both medical and governor grades. It has now been decided to appoint Mr. M. F. G. Selby, a governor currently attached to the south-east regional office of the Prison Department. The therapeutic facility at Grendon is a very valuable resource in the prison system, and the Government are determined that its important role should be enhanced and strengthened. My right honourable friend has therefore decided to take this opportunity to set up a committee under the chairmanship of the Director of the Prison Medical Service to review and monitor the therapeutic regime at Grendon. The committee, which will report to the Director General of the Prison Service, will include the Governor and Senior Medical Officer and at least one forensic psychiatrist from outside the prison service.

Its terms of reference will be:

  1. (i) To review the therapeutic regime at H.M. Prison Grendon and to consider its future orientation, with the aim of broadening the roles it can play in the humane containment and treatment of inmates who require psychiatric facilities in the prison system, and to make recommendations; and
  2. (ii) to maintain periodical oversight of these activities and to evalute them, recommending change or innovation where desirable.
