asked the Secretary of State for the Environment if he will publish the expenditure target and population changes for Chelmsford borough council from 1983–84 to 1984–85.

The change in Chelmsford borough council's expenditure guidance between 1983–84 and 1984–85, after adjusting for the change in the level of national insurance surcharge payable between the two years, is +11 per cent. The change in the population estimates used in rate support grant settlements between those two years is +1.2 per cent. The provisional population figures used for 1983–84 and the 1984–85 settlements are respectively the mid-1981 and mid-1982 estimates certified by the Registrar General for rate support grant purposes.
