§ Mr. WaldegraveThe change in Chelmsford borough council's expenditure guidance between 1983–84 and 1984–85, after adjusting for the change in the level of national insurance surcharge payable between the two years, is +11 per cent. The change in the population estimates used in rate support grant settlements between those two years is +1.2 per cent. The provisional population figures used for 1983–84 and the 1984–85184W settlements are respectively the mid-1981 and mid-1982 estimates certified by the Registrar General for rate support grant purposes.
