asked the Secretary of State for the Environment what was the expenditure by the Property Services Agency in 1982–83 on Overseas Representation Accommodation Services, Class II, Vote 2.

£31,858,000. This was £243,000 more than the cash limit of £31,615,000. The excess was due to adverse exchange rate movements and an unanticipated decline in miscellaneous receipts, mainly the sale of surplus items. Because of the time taken for the relevant accounts to be returned to this country from abroad the excess was not recorded in the Property Services Agency's ledger until July, and it was not therefore shown in the White Paper on the provisional outturn for cash limited public expenditure in 1982–83 (Cmnd. 8987). Responsibility for this expenditure was passed to the Foreign and Commonwealth Office with effect from 1 April 1983.
