asked the Secretary of State for the Environment what is his estimate of the annual sum paid by the average London Electricity Board consumer for local authority general rates charges to the London Electricity Board as a result of the formula in the General Rate Act 1967; when that formula was calculated; and what would be the effect of recalculating the formula on 1984 statistics.

The latest London Electricity Board annual report and accounts show that in 1982–83 each consumer paid on average £12.56 to wards the board's liability for rates. The formula used to determine the board's rate liability was last amended in 1976. The basis of all the statutory formulae will be reviewed before the proposed non-domestic revaluation. I would not wish to prejudge the outcome of that review.
