asked the Chancellor of the Exchequer why he has allowed the Ministry of Defence to carry forward into the next financial year up to £387 million from the current year's budget.

[pursuant to his reply, 22 March 1984, c. 531]: Under the end year flexibility scheme for central Government Departments announced by my right hon. Friend on 7 July 1983, at column 412, the Ministry of Defence will be able to carry forward an underspend on its equipment procurement and capital works programme of up to 5 per cent.
