§ Mr. Nicholas Wintertonasked the Secretary of State for Foreign and Commonwealth Affairs if, following the recent speech by the President of Gabon, he will make representations to the South West Africa People's Organisation to participate in the Namibia multi-party conference, with a view to fulfilling the United Nations Security Council resolution No. 435.
§ Mr. RifkindRelations between the Namibian political parties is a matter for those parties to determine. SWAPO, like all the other parties to the Namibia dispute, have accepted the terms of United Nations Security80W throughout the period, is as follows; but authorities have been able, since 1 April 1981, to increase their allocations on account of the prescribed proportions of their capital receipts. Allocations before and after 1981–82 are not therefore directly comparable.
Greater London council. The cost of financing the future capital programmes of services transferred to the London boroughs will depend on the financing decisions taken by the authorities concerned in the light of the market conditions prevailing at the time.
§ Mr. Tony Banksasked the Secretary of State for the Environment if he will publish the outturns of gross capital expenditure for each class of local authority in England for the year 1978–79, 1979–80, 1980–81, 1981–82 and 1982–83, respectively.
