Mr. Wallace

asked the Secretary of State for the Environment what proportion of local authority-owned houses in England have been insulated up to or above the standards of the current building regulations.

Sir George Young

It is estimated from the AGB home audit sample survey that in December 1982 about a quarter of local authority-owned houses in England had lofts insulated to the current required standard.

Mr. Wallace

asked the Secretary of State for the Environment how many homes owned by local authorities in England have been insulated in each quarter from April to June 1982 to date.

Information up to the third quarter of 1983 on dwellings insulated by local authorities and on home insulation grants paid to local authority tenants appear in table 2.16(b) of "Housing and Construction Statistics" No. 15, which is available in the Library.

asked the Secretary of State for the Environment on what quantitative data the current level of insulation prescribed in the building regulations for floors is based.

The building regulations in England and Wales require thermal insulation of exposed floors in dwellings to achieve a U-value of 0.6W/M2oC. When the standard was introduced in 1982, experimental evidence indicated that this would be cost effective.
