§ Sir George YoungThe information is as follows. As I explained in reply to the hon. Member for Rother Valley (Mr. Barron) on 20 March, at column414, prior to 1981–82 cash limits were gross — that is, including capital receipts. The figures following therefore also show gross provision for housing investment from 1981–82 onwards, which give a fuller indication of resources available for housing. Also from 1981–82, housing became part of the overall local authority capital cash block which is subject to a single cash limit. The figures shown are the housing element of that cash limit. Authorities are, however, free to vire resources between services within the overall cash limit.

(2) if he will publish, for the year 1984–85, the notional housing revenue account deficits and surpluses (E7) for individual local authorities in England, calculated for housing grant-related expenditure assessment purposes.
