§ Mr. Ian StewartAt the European Council on 19–20 March, the presidency proposed that the rate should be increased to 1.4 per cent. with effect from 1986, with the prospect of a further increase to 1.6 per cent. two years later. This proposal was not agreed. On the basis of estimates of the United Kingdom's 1984 VAT base, each 0.1 percentage point represents £170 million. We have not prepared estimates for 1985.
