Mr. Dalyell

asked the Minister for the Civil Service if he will set out the present rules which govern the political activities of civil servants.

Mr. Hayhoe

The rules governing the political activities of civil servants are set out in paragraphs 9923–9950 of the "Civil Service Pay and Conditions of Service Code"; this is available to all civil servants and a copy has been placed in the Library of the House.

asked the Minister for the Civil Service what changes are being contemplated in the present rules which govern the political activities of civil servants.

Mr. Hayhoe

The Government have accepted the majority recommendations of the Armitage committee, which will increase the scope for civil servants to take part in political activities, subject to the nature of their work. Discussions are continuing with the Civil Service unions on the way in which the recommendations should be implemented.

asked the Minister for the Civil Service in what circumstances communication of a civil servant constituent with an hon. Member is regarded as a prohibited political activity.
