Mr. Soames

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government expect to be able to resolve the dispute between the United Kingdom and Argentina without discussions on sovereignty.

Mr. Whitney

We have made clear to the Argentine Government our wish to restore more normal bilateral relations. But we have no intention of entering into discussions about the transfer of sovereignty over the Falkland Islands.

Mr. Soames

asked the Secretary of State for Foreign and Commonwealth Affairs what situation must prevail before the United Kingdom secures the convenience of a British ambassador in Buenos Aires.

Mr. Whitney

We are seeking a more normal relationship with Argentina, including the possible upgrading of official relations. But, as my right hon. Friend the Prime Minister told my hon. Friend the Member for Bexleyheath (Mr. Townsend) on 15 March, at columns 505–6, it would be difficult to restore diplomatic relations until Argentina has said that hostilities towards us have permanently ceased.
