Why Blackpool and Brighton have been excluded from the list of beaches officially recognised as used for bathing.

The Council Directive of 8th December 1975 concerning the quality of bathing water (76/160/EEC) lays down, in Article 1(2)(a), the criteria by which bathing waters were to be identified. The waters at Blackpool and Brighton did not satisfy these criteria, and so were not included in the list of twenty-seven bathing waters identified for the United Kingdom.
