Mr. McCrindle

asked the Secretary of State for Trade and Industry on what criteria the Export Credits Guarantee Department may decide to support a loan to a foreign Government.

Mr. Channon

Before giving its support to a loan to a foreign Government, ECGD would have to be satisfied that the loan meets the following criteria:

  1. A. it will encourage the purchase of United Kingdom goods and services; or
  2. B. it will help that Government's country to meet its obligations to pay for United Kingdom goods or services, where it has become unable to do so otherwise and where the obligations have been guaranteed previously by ECGD, and
  3. C. the risks of non-payment of the loan are considered acceptable.
