asked the Secretary of State for Wales how many district councils in Wales during 1983–84 have had to suspend insulation grants under the Home Insulation Act 1978 because of insufficient finance.

According to local authority capital payment returns, 11 authorities had exhausted their insulation grant allocations by 31 December 1983. However, only two have formally notified the Department that they have suspended these grants: others may have done so while others may have supplemented their insulation grant allocations from other sources.
