§ Mr. Simon Hughesasked the Secretary of State for the Environment what criteria are presently used by his Department when considering applications by local authorities for approval of enveloping schemes.
§ Sir George YoungEnveloping is carried out in housing action areas. It is intended to secure the external fabric and curtilage of terraces or blocks of dwellings which have deteriorated beyond the scope of routine maintenance. It is expected to have an impact on the HAA as a whole and is appropriate in areas where the owners could not afford to carry out the works with grant-in-aid alone. Schemes are judged on their merits. My Department takes into account for each scheme whether total costs are reasonable and value for money will be achieved. More detailed guidelines for the consideration of schemes are set out in the draft circular on which the local government associations and others are now being consulted.
