Mr. Hirst

asked the Secretary of State for Scotland whether he plans any changes to the cash limits in 1983–84 which are within his responsibility.

Mr. Younger

Cash block SO/LA2, which covers capital expenditure on the Scottish housing programme, is being increased by £23.0 million, from £444.3 million to £467.3 million. This increase is made up of two elements:

  1. (a) £18.0 million to provide extra resources in the present year to meet the overwhelming success of the Government's home improvement policy. This is being offset by a corresponding reduction in SO/LA1, which covers local authority capital expenditure on other programmes, from £403.3 million to £385.3 million.
  2. (b) £5.0 million for environmental improvement work to be met from the Contingency Reserve. This was part of the Chancellor of the Exchequer's 1983 Budget measure on construction.

There will therefore be no addition to the planning total of public expenditure.
