§ Sir George YoungThe annual net rate of household formation in England for the early 1980's is estimated to be around 150,000. In determining the provision to be made for housing in structure and local plans, local planning authorities have regard to forecasts of household formation and other factors. The Government had made no national estimates of future housing land requirements.
