Information for 1982 for the Hertfordshire police force area and the United Kingdom as a whole is given in table 15 of "Statistics of the Misuse of Drugs, United Kingdom, Supplementary Tables, 1982". Corresponding figures for 1978 to 1981 are given in table 5 of "Treatment and Rehabilitation, Report of the Advisory Council on the Misuse of Drugs". Figures for 1983 are not yet available. I will reply to the other parts of the Question as soon as possible.
