78Wyears and the cash provision for future years to a base of average 1982–83 prices, using the deflator for gross domestic product at market prices. For 1983–84 onwards the year-on-year increase in the GDP deflator is as given in table 5.5 of the "Financial Statement and Budget Report", namely 5½ per cent. in 1983–84, 4¾ per cent. in 1984–85, 4¼ per cent. in 1985–86 and 4 per cent. in 1986–87. For past years, the GDP deflators are as used to calculate table 1.14 of Cmnd. 9143.
The programme detail shown in the table is based on the cash figures given in table 1.3 of Cmnd. 9143. The line at the bottom of the table shows the planning totals for 1984–85 onwards reduced to allow for the abolition of the national insurance surcharge.
