Whether the basis of nomination of persons representing industrial consumers on bodies now being established by the water authorities is such that certain major users not in membership of the Confederation of British Industry will be precluded from nominating.
§ Lord SkelmersdaleAfter widespread consultations, my right honourable friend the Secretary of State issued guidelines last October to the water authorities on consumer representation. These did not specify how industrial, trading and commercial interests should be selected and we do not propose to change the guidelines in this respect.
