asked the Secretary of State for Social Services, in view of the responses given by voluntary organisations on the Social Security Advisory Committee's proposals for a partial incapacity benefit, what will be done next in this area.

I understand that the Social Security Advisory Committee is hoping to develop its suggestions in the light of the representations it has received and to make further recommendations to us in due course. Meanwhile the Department is examining overseas experience with benefits of this kind to see what lessons can be drawn. My hon. Friend will appreciate that any proposals which involve increased expenditure must be weighed against the availability of resources and against other priorities.
