Because applicants can put their names down with more than one authority, and because authorities adopt differing practices with regard to eligibility for admission to the lists and review of applications, the figures 15W submitted by individual authorities are not directly comparable. Grade 1 is the least severe of the 3 grades and covers minimal mould growth, eg on ceilings or behind stationary items and low or zero moisture meter readings on wall surfaces and at ceiling angles.
Grade 2 covers persistent patches of mould growth on walls and ceilings; traces of mildew on soft furnishings and clothing, and medium moisture meter readings on wall surfaces and at ceiling angles, such that prevailing conditions are causing discomfort.
Grade 3 is the most severe of the 3 grades, and covers extensive mould growth and damage to the decoration of walls and ceilings and high moisture meter readings on walls and at ceiling angles such that prevailing conditions constitute a health hazard and are causing distress.
