asked the Secretary of State for the Environment if he will list those authorities which will receive or are estimated to receive a rate support grant (a) higher and (b) lower than the national average, together with the percentage of their rate income coming from central Government payment and grant for the years 1983–84 and 1984–85.

Following is a table which shows for each local authority the percentage of their total expenditure — that is, that expenditure which, in the absence of block grant, would fall to be met from the rates —which is met by block grant in 1983–84 and 1984–85. The percentages for 1983–84 are based on grant entitlements, after holdback, as calculated on the basis of budgeted expenditure at the first supplementary report. The 1984–85 figures are based on grant entitlements for spending at target. We do not yet have a full set of budget estimates for 1984–85.

The table is arranged to show the individual grant percentages in each year in descending order; a horizontal line shows the average level of grant support in each year. Total block grant, after holdback, in 1983–84 is equal to 40.17 per cent. of total budgeted expenditure of English local authorities and the Metropolitan police. For 1984–85, bock grant is equal to 41.94 per cent. of planned total expenditure.
