asked the Secretary of State for the Environment how many council dwellings have been (a) insulated and (b) built with full insulations in each financial year since 1978–79.

(a) The numbers of existing local authority dwellings in England insulated in each financial year are as follows:

1983–84 *116,000
* First 9 months—provisional.

Others may have been insulated as part of general improvement works.

(b) The numbers of local authority dwellings completed in England in each financial year are as follows:

1980–81 65,400
1981–82 39,700
1982–83 26,900
1983–84 *23,800
* First 10 months—provisional.

These dwellings will have been required to be insulated in accordance with the relevant building regulations, except in inner London where insulation is a matter for the discretion of the local authority concerned.
