asked the Secretary of State for the Environment what representations he has received opposing the domestic rating system in the past six months.

I have received a large number of representations which seek either to reform or abolish the rating system. As we said in our White Paper "Rates"—Cmnd. 9008—after an extensive review, it is clear that there is no consensus in favour of any alternative. We are, however, carrying out a number of worthwhile improvements to the rating system; many of them are included in the Rates Bill.
