asked the Secretary of State for the Environment what discussions he plans to hold on the public expenditure implications of the proposed legislation to cap the rates.

My right hon. Friend will be undertaking the usual consultations with local authority associations and, where appropriate, individual authorities, on the rate support grant settlement for 1985–86. These discussions will take account of the public expenditure implications of the implementation of the proposals for selective rate limitation.
