Mr. Randall

asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will make representations to the Government of Chile regarding the way in which prisoners there are being tried by a war tribunal, the judicial procedures of which do not conform to internationally accepted standards for fair and independent trials.

Mr. Whitney

We are concerned at this practice. But since the Chilean supreme court is itself considering whether the use of war tribunals in time of peace is constitutional, and there are no British subjects involved, it would not be appropriate for us to make representations.
