§ Sir Keith JosephThe Manpower Services Commission is responsible to my right hon. Friend the Secretary of State for Employment for the overall quality of the youth training scheme. A DES official acts as an assessor to the commission's advisory group on content and standards. In February 1984 Her Majesty's Inspectorate undertook a sample survey of the provision by colleges of further education of off-the-job training for the YTS. Its report will be published as soon as possible.
