asked the Secretary of State for Social Services how much national insurance contributions will be payable in respect of the payments of £1,000 to employees of Government communications headquarters.

None. I am advised that the payments, while counting as emoluments for income tax purposes, do not fall within the definition of "earnings" in the Social Security Act 1975.
