asked the Secretary of State for Wales what representations he has received regarding the level of rates in the county of Clwyd; and what reply he has made.

Prior to the county council precept fixing meeting on 28 February, I received representations from my hon. Friend the Member for Clwyd, South-West (Mr. Harvey), and two members of the public who complained about the then proposed 172 pence precept. I made it clear that I had no powers to intervene at present and that I deplored excessive rate increases which were unfair to all ratepayers and damaging to industry and commerce.
