Mr. Ralph Howell

asked the Secretary of State for Social Services, pursuant to his answer of 14 November, Official Report, at column 326, to the hon. Member for Norfolk, North, why ancillary staff are working more overtime than nurses and midwives and administrative and clerical staff in the National Health Service.

Mr. Kenneth Clarke

That is a matter which we expect to be examined by health authorities when drawing up the cost improvement programmes that we have now required of them. Improvements in management that should follow from any actions we may decide on in the light of consultation on the Griffiths inquiry on management should assist them in their task.
