§ Mr. Peter MorrisonThe Government's policy on training, set out in our recent White Paper "Training for Jobs" (Cmnd. 9135), is to encourage employers to treat training as an investment, and so to help develop a training system which can respond swiftly and cost-effectively to meet emerging skill needs in industry and commerce. Within this framework it is principally for employers to determine the level of trainee intakes necessary to meet their future skill requirements.
