asked the Secretary of State for Social Services if there are limits to the amount of housing costs which will be allowed for rent allowance or rent rebate in paying standard or certificated housing benefit in (a) Norfolk, (b) Westminster and (c) Haringey.

The housing benefit regulations do not provide for any fixed limit to eligible rent. Local authorities have discretion to restrict the eligible rent in individual cases, if it is considered unreasonably high and the claimant can reasonably be expected to seek alternative cheaper accommodation.
