§ Mrs. FennerWe have noted the recent RSPCA report on the welfare of livestock in markets. The Farm Animal Welfare Council will, I am sure, pay the closest attention to the report's findings in its current review of animal welfare in livestock markets and when framing its recommendations to Ministers. Members will be aware that existing legislation lays down strict penalties for causing cruelty or unnecessary suffering to livestock in markets.
