Mr. Proctor

asked the Secretary of State for Foreign and Commonwealth Affairs (1) if he will make a statment on the progress towards implementing the report of the committee of Privy Counsellors appointed to inquire into the recruitment of mercenaries;

(2) if he will take steps to amend the Foreign Enlistment Act 1870; and if he will make a statement;

(3) if he will introduce legislation to prohibit the recruitment in the United Kingdom of mercenaries for service in specified armed forces abroad; and if he will make a statement.

Mr. Whitney

A decision on whether changes are desirable in the law of the United Kingdom relating to mercenaries would most appropriately be taken when the United Nations Ad Hoc Committee on the drafting of an international convention against the recruitment, use, financing and training of mercenaries has finished its work.
