Mr. Craigen

asked the Secretary of State for Scotland whether in granting consent under section 94 of the Local Government (Scotland) Act 1973 to district and island councils in respect of their capital expenditure on housing, he determines the amount of such consent on the basis of his approval of specific projects; and whether an authority whose expenditure is equal to the amount of the consent granted and properly attributable to the consent block, but which has decided not to proceed with any specific item or project of expenditure would be subject to a directly consequent reduction in consent in a subsequent year.

While specific projects within an authority's capital programme may be taken into account in the determination of the level of consent for that authority's expenditure on housing under section 94 of the Local Goverment (Scotland) Act 1973, consent is not based on the approval of individual projects. Under the block allocation system authorities may decide on their own priorities and programmes within the limits of the consent.
