Mr. Cohen

asked the Secretary of State for the Home Department how the application of section 4 of paragraph 238 of Cmnd. 2152 is enforced and monitored in relation to the security services.

Mr. Brittan

The director general of the security service is directly responsible to the Home Secretary of the day for the efficient and proper working of the service. I am satisfied that the director general takes appropriate measures to ensure that the service operates in full accordance with its directive, including the requirement of political impartiality to which the hon. Member refers. It has however, been the policy of successive Governments not to give detailed public accounts of the security service's operations and procedures.
