asked the Secretary of State for Scotland if he will give figures at the latest available date to show (a) how many local authority houses in Scotland do not have loft insulation to the required standard of 100mm thickness, (b) if he will express this as a percentage of the total number of local authority houses and (c) what information is available to him regarding the total number of all house types in Scotland which have loft insulation less than the standard set in March 1983.

Estimates made by a private firm—Audits of Great Britain Ltd—on the basis of a sample survey carried out in December 1983 indicate that some 375,000 local authority homes in Scotland with an accessible loft do not have loft insulation of at least 100mm thickness. This represents approximately 44 per cent. of all local authority homes, but around 79 per cent. of local authority homes with an accessible loft. The equivalent figures for all dwellings in Scotland are 919,000, 49 per cent. and 77 per cent.
