The figures in cost terms using 1980–81 as the base year have been produced using the deflator for the gross domestic product at market prices. The figure for 1983–84 is provisional. No estimate can be made for 1984–85 because local authorities are free to use their allocations for prescribed capital expenditure as they think fit.
