§ Dr. BoysonNo. The type of heating system—including, where appropriate, the fuel tariff—is the primary factor, but others, including the age and size of the properties, the standard of insulation, the age and condition of the heating system, the degree to which the system is actually used by tenants on the estate and the availability of cheaper alternative forms of heating are taken into account.
