Whether there was an increase in library use between 1978– 79 and 1981– 82 and, if so, whether book expenditure was increased commensurate with this.

The degree to which libraries are used is normally measured by taking account of the number of loans. Published statistics compiled by the Chartered Institute of Public Finance and Accounts show that there was a small increase in book loans from public libraries between 1978– 79 and 1981– 82. Expenditure on books also increased in cash terms over the same period, but was substantially less in real terms.

The figures for England are as follows:—
