asked the Secretary of State for Scotland if he will examine the possibilities for a changeover in the present arrangements of grant support towards lead pipe replacement work to a system similar to that previously undertaken for smoke control legislation.

My right hon. Friend believes that progress will best be made by a combination of water supply treatment measures and the availability of improvement grants. While he has considered the case for ad hoc legislation on the lines of the Clean Air Acts, he does not believe that the area procedures on which these Acts relied for controlling smoke emissions are appropriate to problems arising from lead in water.
