asked the Secretary of State for Transport what progress he is making towards the introduction of amendments to the Road Traffic Acts to ensure that third parties are adequately indemnified against property damages.

My Department is formulating, with insurers' informal assistance on the practicalities, proposals for extending the compulsory motor insurance provisions of the Road Traffic Act 1972 to cover liability for damage to property, to give effect to the main requirement of the second EC insurance directive.

I shall be consulting representative bodies, including road user groups, as soon as I am satisfied with these and other proposals required to implement the directive.
