Mr. Best

asked the Secretary of State for Wales if he will consider under the compensation scheme for farmers going out of dairy production a binding requirement that they will never go back into dairy production if they accept the compensation payment; and if he will make a statement.

Applicants under the outgoers scheme will be required to undertake not to produce milk, for at least the period that the Community quota arrangements — or any scheme extending the quota arrangement or substituted for it—continues in force. Whether a term of years should also be specified is still under consideration.

asked the Secretary of State for Wales when he expects to be able to announce the detailed arrangements for compensation to be paid to farmers in Wales who decide to go out of dairy production.
