§ Mr. Kenneth ClarkeWe have asked regional health authorities to review their future manpower requirements for all staff, including administrative and clerical staff. They are required to submit for approval short term programmes which link these requirements to planned service developments and available finance. When putting forward proposals, authorities are expected to concentrate on those staff who deliver services direct to patients.
