§ Mr. Corbettasked the Secretary of State for the Home Department under what authority some black and Asian visitors admitted to the United Kingdom are being required to sign undertakings that they will not remain in the United Kingdom.
§ Mr. Waddington[pursuant to the reply, 25 May 1984, c. 584]: The same procedures apply irrespective of race or colour. A passenger is not required to sign such an undertaking and there is no authority under which it can be required. However an intending visitor must satisfy the immigration officer that he is genuinely seeking entry for the period of the visit, and if, in a particular case, the immigration officer is not so satisfied, he may ask the passenger if he is willing to record in writing statements he has made about his intention not to remain. His willingness to make such a statement would be among the matters taken into account in deciding whether he qualified for admission.
