Mr. Cohen

asked the Secretary of State for the Environment, in the event of a possible radiation leak similar to that which was feared could have happened al Temple Mills, Leyton, railway yard on 12 April, what are the responsibilities of the local and regional councils concerned; and what they did during the 12 April incident.

Local authorities are expected to prepare plans for emergencies only where the nature of the hazard or the seriousness of the casualties are likely to create problems which the emergency services could not deal with unaided. A mishap involving an irradiated fuel transport flask is not considered to fall into this category.

I understand that no action by a local authority was necessary on the occasion referred to.
