§ Mr. WaldegraveLocal authorities are expected to prepare plans for emergencies only where the nature of the hazard or the seriousness of the casualties are likely to create problems which the emergency services could not deal with unaided. A mishap involving an irradiated fuel transport flask is not considered to fall into this category.
I understand that no action by a local authority was necessary on the occasion referred to.
