Mr. Maxton

asked the Secretary of State for Scotland if he will make a statement on the controls imposed by his Department on new blood appointments in Scottish colleges of education; and under what regulations these controls have been imposed.

Mr. Allan Stewart

My right hon. Friend is providing the colleges with additional recurrent grants of £0.5 million in 1984–85 towards new staff appointments in designated areas of special need. The grants are made under regulations 25–29 of the Teachers (Colleges of Education) (Scotland) Regulations 1967. Conditions have been attached to ensure that the grants serve the intended purpose and that they are properly administered and accounted for.

asked the Secretary of State for Scotland (1) how many new blood appointments will be made in each of the colleges of education in Scotland during the sessions 1983–84, 1984–85 and 1985–86; and if he will list in which academic disciplines each appointment will be made;

(2) how many new blood appointments will be made in Scottish colleges of education during the academic sessions 1983–84, 1984–85 and 1985–86.

Approval has been given to the colleges for 24 academic posts and 8 non-academic posts as detailed below. Dates of appointment will depend on recruitment by the colleges, but it is expected that all the posts will have been filled before the end of the 1984–85 academic session.
